The Digital Modernization Sector at Leidos currently has an opening for a C-LAN Manager. This position will provide support to the Department of Homeland Security (DHS). This includes providing Homeland Enterprise Information Technology Secure Services & Support (HEITS) for the continued operations and maintenance and evolution of the Classified Local Area Network (C-LAN). The C-LAN Manager will directly support the Office of Intelligence and Analysis (I&A) in overseeing projects, budget, and execution priorities supported through Operations and Maintenance and discretionary funding. The C-LAN Manager will oversee all I&A directed projects and will coordinate with other leaders within HEITS to ensure project completion, oversight, and execution aligned to customer expectations. The C-LAN Manager will also provide ongoing status briefings to the customers and senior leaders within I&A ensuring that all customer directed and/or contract mandated documentation is successfully delivered and presented. The C-LAN Manager is also responsible for maintaining a positive relationship with I&A stakeholders inclusive of the HEITS C-LAN Technical POC, IT Operations Director, and all other I&A government officials along with adjacent contract/contractors.

TS/SCI Clearance Required. Must be able to obtain DHS customer approval (EOD)

Primary Responsibilities:

  • Financial Management: Monitor contract financials, including burn rates, labor expenditures, and ceiling burn, and financial status reports.

  • Program Execution: Manage the daily internal operations of C-LAN, ensuring all activities align with program goals and contractual requirements.

  • Resource Management: Plan, organize, and allocate program resources effectively to meet operational needs and achieve deliverables.

  • Task Coordination: Collaborate with task and functional leaders, subcontractors, and support personnel to ensure seamless execution of program activities.

  • Problem Resolution: Address complex operational challenges by conducting thorough analyses and applying domain knowledge to develop innovative solutions.

  • Performance Monitoring: Track program performance metrics and ensure alignment with cost, schedule, and quality objectives. Identify risks and opportunities to improve program execution.

  • Communication: Serve as a key point of contact for internal teams and external stakeholders, providing updates on program status and influencing the adoption of new processes and approaches.

  • Operational Reporting: Provide regular updates to the Program Manager and leadership on program progress, risks, and opportunities for improvement.

Basic Qualifications:

  • Bachelor's Degree in Information Technology, Computer Science, Information Systems, or a related field

  • Certification in Project Management from a recognized credentialing agency (PMP)

  • At least five years of recent/relevant experience providing performance-based program management on a contract managing networks and infrastructure engineering and operations, information assurance, and end user services, including work with multiple CONUS and/or OCONUS external stakeholders.

  • Experience effectively communicating at senior levels within a customer organization

  • Experience meeting with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans

  • Experience managing tools, purchases, and a demonstrated understanding of purchasing systems

Desired Skills:

  • Bachelor’s degree and 10+ years of prior relevant experience, or Master’s degree with 7+ years of prior relevant experience.

  • Experience in managing DHS Programs

  • 5+ years managing cost type task orders and performance-based contracts

  • Experience with Network Design/Operations

  • Experience with Infrastructure and End User Support and Operations

  • Experience with network-based software applications

  • Earned Value Management

  • ITIL Certification

Pay Range:

Pay Range $131,300.00 - $237,350.00
